Placed on 1st reading & referred to Rules & <br />Ordinances 1/21/20; 2°d reading 2/3/20 <br />ORDINANCENO. 01-2020 BY: Bullock, Kepple, Litten, Neff, <br />O'Malley, Rader, Shachner <br />AN ORDINANCE to take effect immediately, provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, to amend the title of certain Council Committees. <br />WHEREAS, pursuant to the Constitution of the State of Ohio, the Ohio Revised Code and the <br />Second Amended Charter of the City of Lakewood, municipalities have the power to enact laws that <br />are for the health, safety, welfare, comfort and peace of the citizens of the municipality, and to provide <br />for local self-government; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this ordinance <br />is an emergency measure and that it shall take effect imiediately, and that it is necessary for the <br />immediate preservation of the public peace, property, health and safety, and to provide for the usual <br />daily operation of municipal departments in that these changes should take effect immediately to <br />allow for. the incorporation of additional authority of the committees of Lakewood City Council; now, <br />therefore; <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Section 121.04 Committees, of the Codified Ordinances of the City of Lakewood, <br />currently reading as follows: <br />121.04 COMMITTEES. <br />At no later than the first regular meeting of Council after its organization, the President of Council <br />shall appoint standing committees on the following named subjects: <br />(a) Finance; <br />(b) Housing;, <br />(c) Health and Human Services; <br />(d) Public Safety; <br />(e) Rules & Ordinances; and <br />(f) Public Works. <br />The President shall also appoint such other committees as he deems necessary for the efficient <br />handling of Council business. <br />All Council committees shall consist of two or three members of Council, as determined by the <br />President, except Finance, which shall consist of three members. The report of the chairman of any <br />committee consisting of only two members shall be considered the majority report of that committee in <br />every case. Minority reports may be filed by the nonassenting member. The President of Council shall <br />be an ex-officio member of all committees except those on which he is a designated member. <br />is hereby repealed. <br />Section 2. Section 121.04 Committees, of the Codified Ordinances of the City of Lakewood, <br />is hereby enacted to read as follows: <br />121.04 COMMITTEES. <br />
