Placed on 1st reading & referred to Rules & Ordinances 1/21/20; 2°d reading 2/3/20 ORDINANCENO. 01-2020 BY: Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner AN ORDINANCE to take effect immediately, provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, to amend the title of certain Council Committees. WHEREAS, pursuant to the Constitution of the State of Ohio, the Ohio Revised Code and the Second Amended Charter of the City of Lakewood, municipalities have the power to enact laws that are for the health, safety, welfare, comfort and peace of the citizens of the municipality, and to provide for local self-government; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of Lakewood, this Council by a vote of at least two thirds of its members determines that this ordinance is an emergency measure and that it shall take effect imiediately, and that it is necessary for the immediate preservation of the public peace, property, health and safety, and to provide for the usual daily operation of municipal departments in that these changes should take effect immediately to allow for. the incorporation of additional authority of the committees of Lakewood City Council; now, therefore; BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: Section 1. Section 121.04 Committees, of the Codified Ordinances of the City of Lakewood, currently reading as follows: 121.04 COMMITTEES. At no later than the first regular meeting of Council after its organization, the President of Council shall appoint standing committees on the following named subjects: (a) Finance; (b) Housing;, (c) Health and Human Services; (d) Public Safety; (e) Rules & Ordinances; and (f) Public Works. The President shall also appoint such other committees as he deems necessary for the efficient handling of Council business. All Council committees shall consist of two or three members of Council, as determined by the President, except Finance, which shall consist of three members. The report of the chairman of any committee consisting of only two members shall be considered the majority report of that committee in every case. Minority reports may be filed by the nonassenting member. The President of Council shall be an ex-officio member of all committees except those on which he is a designated member. is hereby repealed. Section 2. Section 121.04 Committees, of the Codified Ordinances of the City of Lakewood, is hereby enacted to read as follows: 121.04 COMMITTEES.
