Referred to Finance 12/2/19 <br />Anderson, Bullock, George, Litten, O'Leary, <br />RESOLUTION NO.2019-13 BY: O'Malley, Rader <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing and directing the Mayor to submit the Fiscal Year <br />(FY) 2020 One -Year Action Plan of the FY 2020 — 2024 Five Year Consolidated Plan which <br />includes dollar allocations and activities to be funded with federal Community Development <br />Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership <br />Program (HOME) resources and incorporates the City's application to the U.S. Department of <br />Housing and Urban Development (HUD) for FY 2020 CDBG, ESG, and HOME funds and all <br />amendments thereto and all understandings and assurances contained therein. <br />WHEREAS, the Secretary of HUD is authorized by various federal acts to make grants to <br />units of general local government to finance community development programs; and <br />WHEREAS, HUD requires units of general local government to incorporate the <br />Comprehensive Housing Affordability Strategy into a Consolidated Plan; and <br />WI -AREAS, the City is annually required, with the participation and approval of its <br />Citizens Advisory Committee (CAC), to submit a One -Year Action Plan associated with its new <br />FY 2020 — 2024 Consolidated Plan which serves as both a planning document and the city's <br />formal application for FY 2020 CDBG, ESG, and HOME funding from HUD and includes <br />Lakewood's community development objectives, a description of activities to be undertaken, a <br />budget, and certifications in the form of assurances; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public peace, property, health and safety, and to <br />provide for the usual daily operation of municipal departments in order to meet the annual HUD <br />application deadline for federal funds; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor is hereby authorized and directed to submit to HUD Lakewood's <br />FY 2020 One -Year Action Plan of the FY 2020 — 2024 Consolidated Plan, as reviewed and <br />approved by the CAC, which serves as the City's FY 2020 application for federal CDBG, ESG, <br />and HOME funds as indicated in Exhibit A, and all amendments thereto and all understandings <br />and assurances contained therein. <br />
