Referred to Finance 03/02/20 <br />RESOLUTION NO. 2020-18 BY: Bullock, Kepple,, Litten,, Neff <br />O'Malley, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law, authorizing and directing the Mayor to submit Lakewood's FY20-FY24 Five Year <br />Consolidated Plan, as approved by the. Citizens Advisory Committee (CAC), to the U.S. Department of <br />Housing and Urban Development '(HUD) which includes dollar allocations and activities to be funded with <br />federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME <br />Investment Partnership Program (HOME) resources during the abovementioned five-year period and <br />incorporates the City's FY20 Annual Action Plan which serves as the City's application to HUD for FY <br />2020 CDBG, ESG, and HOME funds. <br />WHEREAS, the Secretary of HUD is authorized by various federal acts to make grants to units of <br />general local government to finance community development and homelessness programs; and <br />WHEREAS, the City of Lakewood is required, with the participation and approval of its Citizens <br />Advisory Committee (CAC), to submit at five-year intervals a Consolidated Plan to HUD that includes the <br />City's community development objectives, a description of activities to be undertaken, a budget, and <br />certifications in the form of assurances, and; <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of Lakewood, <br />this Council by a vote of at least two thirds of its members determines that this resolution is an emergency <br />measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of <br />the public peace, property, health and safety, and to provide for the usual daily operation of municipal <br />departments in order to meet the annual HUD application deadline for federal funds. Now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor is hereby authorized and directed to submit to HUD Lakewood's FY 2020 - <br />2024 Consolidated Plan, as approved by the CAC, and all amendments thereto and all understandings and <br />assurances contained therein. <br />Section 2. The Mayor is hereby authorized and directed to act in connection with submission of the <br />FY20 - FY24 Consolidated Plan., to provide such additional information as may be required and to enter <br />into any and all agreements necessary to accept funds under these programs. <br />Section 3. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this Council, and that all such <br />deliberations of this Council and any of its committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements. <br />
