After discussion surrounding the abandonment clause in section 17 A of the agreement, it was <br /> determined that an amendment to it would not be necessary for this year. <br /> Chairman Rader made a motion, seconded by Councilmember Bullock to recommend Ordinance <br /> 03-2020 for adoption. <br /> All members voted in favor. Motion passed. Ordinance 03-2020 was recommended for adoption. <br /> RESOLUTION 2020-14 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor, <br /> Director of Public Works or Law Director to enter into agreements necessary to allow the <br /> Ohio Director of Transportation to complete the upgrade of guardrails on Clifton Blvd. <br /> near Lake Road in the City of Lakewood. (Referred 2/18/20) <br /> During discussion between Chairman Rader and Director Ducu, it was confirmed that the city is <br /> paying for the guardrails to be replaced and that it will be reimbursed by the Ohio Department of <br /> Transportation (ODOT). Director Ducu provided photo exhibits of upgraded, crashworthy <br /> guardrails. <br /> Councilmember Bullock encouraged the Public Works department to notify ODOT about other <br /> unsafe guardrails or similar situations to the one being remedied. <br /> Chairman Rader made a motion, seconded by Councilmember Shachner to substitute Resolution <br /> 2020-14 to include the exhibits provided. <br /> All members voted in favor. Motion passed. Resolution 2020-14 was substituted. <br /> Chairman Rader made a motion, seconded by Councilmember Bullock to recommend Resolution <br /> 2020-14 for adoption. <br /> All members voted in favor. Motion passed. Resolution 2020-14 was recommended for adoption. <br /> Communication from Councilmember Rader regarding safe use of herbicides. (Referred <br /> 2/18/20) <br /> Chairman Rader noted that the majority of his concerns regarding the city's safe use of <br /> herbicides were addressed by Director Ducu, as glyphosate is not being used by the city this <br /> year. He questioned whether the city sub-contracts with Best Green and Director Ducu stated he <br /> would look into the matter and follow up with the chairman. <br /> Councilmembers discussed the feasibility of using organics and other best practices to become <br /> herbicide free. Director Ducu stated his department is looking to greener options to supplant <br /> herbicides, especially in the city's parks. <br /> The meeting was adjourned at 6:30 p.m. <br />
