MINUTES OF THE RULES & ORDINANCES COMMITTEE <br /> EAST CONFERENCE ROOM <br /> February 18, 2020 <br /> Present: President O'Malley, Councilmembers Shachner & Neff <br /> Also Present: Councilmember Rader, Ms. Sarah Kepple, Law Director Corrigan, Clerk Bach <br /> taking minutes <br /> Call to Order: 6:48 p.m. <br /> A motion was made and seconded to approve the minutes of the November 25, 2019 Rules & <br /> Ordinances Committee. <br /> All members voted yea. Motion passed. <br /> ORDINANCE 01-2020 -AN ORDINANCE to take effect immediately,provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, to <br /> amend the title of certain Council Committees. <br /> President O'Malley introduced Ord. 01-2020 which he proposed. He proposed to change the title <br /> of the Housing Committee to the Housing, Planning & Development Committee and to change <br /> the title of the Public Works Committee to the Public Works & Sustainability Committee. <br /> Regarding the change from Housing to Housing, Planning & Development, President O'Malley <br /> remarked that his intention is to give a"home"to economic development issues, which does not <br /> currently have a designated committee. He pointed out that Council will still have discretion to <br /> refer any major economic development issue to Committee of the Whole and furthermore, all <br /> members are welcome to attend all committees. <br /> Regarding the change from Public Works to Public Works & Sustainability, President O'Malley <br /> remarked on the importance of codifying the City's commitment to sustainability. He noted that <br /> many other cities such as Cleveland and Fairview Park have committees related to sustainability. <br /> The committee discussed the pros and cons of changing the title of the Public Works Committee <br /> to Public Works and Environmental Sustainability instead of Public Works and Sustainability <br /> and ultimately decided to leave it as proposed. <br /> The Committee discussed its preferred use of punctuation and capitalization and agreed that <br /> these changes would be made in the final version. Law Director Corrigan agreed that a substitute <br /> version was not necessary to make these changes. <br /> 1 <br />
