MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> MAY 11, 2020 <br /> REMOTE MEETING DUE TO COVID-19 <br /> Present: Councilmembers Rader, Bullock, & Shachner <br /> Also Present: Councilmembers Neff, Litten, & Kepple, Public Works Director Ducu, City <br /> Engineer Papke, Fire Chief Dunphy, Clerk Bach taking minutes, Deputy Clerk Lascu, and <br /> members of the public <br /> Call to Order: 7:05 p.m. <br /> Approval of the minutes of the April 27, 2020 Public Works & Sustainability <br /> Committee. <br /> Without objection, Chairman Rader approved the minutes. <br /> RESOLUTION 2020-28 -A RESOLUTION to take effect immediately <br /> provided it receives the affirmative vote of at least two thirds of the members <br /> of Council, or otherwise to take effect and be in force after the earliest period <br /> allowed by law, approving the use of submerged lands for property located at <br /> and abutting 17428 Edgewater Drove, Lakewood, Ohio (a legal description of <br /> which is attached hereto as "Exhibit A" and Exhibit `B"),in order to permit <br /> the owners the opportunity to undertake lakeshore protection measures. <br /> Engineer Papke explained that he has been working on this issue with the property owner since <br /> 2019 and that Council is required to issue a resolution so that ODNR and EPA can proceed. Mr. <br /> Papke explained that the property used to have a living space that expanded out over the water <br /> and was taken down several years ago. Subsequently, the property owner submitted plans for <br /> new access to the Lake as well as a stone revetment to protect their land. <br /> Councilmember Rader expressed support for allowing the property owner to improve and protect <br /> his land. He mentioned that he called the County and Lakewood's state representative regarding <br /> the issue. He suggested additional resources may be available to the property owner by <br /> contacting the County Department of Public Works and the State. He expressed that all his <br /> questions have been answered. <br /> In response to a councilmember's question, it was clarified that this project is entirely on private <br /> land. <br /> Councilmember Bullock remarked that federal agencies are frequently creating and revising <br /> multi-year plans related to shoreline erosion that would benefit the City to follow and/or <br /> participate in. <br /> A motion made by Councilmember Rader, seconded by Councilmember Bullock to approve <br /> Resolution 2020-28. <br /> 1 <br />
