His commitment to crisis intervention training is what earned him the award. His emphasis on <br /> preparing for and deescalating crisis has transformed the entire Lakewood Police Department <br /> and benefitted our community. ChiefMalley's training of our police officers on CIT principles <br /> is evident in the positive,peaceful outcomes of the demonstrations over the past weekend. <br /> Other strategies include every officer wearing a body cam, which are audited at random twice <br /> a month. The Lakewood Police Department is also certified by the Ohio Collaborative <br /> Community Police Advisory Board, which is a 12 person panel offormer law enforcement and <br /> community leaders that establish standards to guide law enforcement in Ohio. There are <br /> mental health evaluations, behavior monitoring,firearms training, use offorce policy review, <br /> and community policing... " <br /> President O'Malley made a motion, seconded by Vice President Litten to refer the <br /> communication to the Public Safety Committee. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The communication was referred to the Public Safety Committee. <br /> 18. Communication from Director Rancatore regarding City Finances, and Receipt of <br /> Coronavirus Relief Distribution Funds through Cuyahoga County. (pg. 26) <br /> President O'Malley made a motion, seconded by Vice President Litten to receive and file the <br /> communication. <br /> Discussion: Councilmember Bullock stated his support for the emergency passage of <br /> Resolution 2020-38. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The communication was received and filed. <br /> 19. RESOLUTION 2020-38 - A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, affirming that all funds received from the <br /> County Coronavirus Relief Distribution Fund pursuant to S.B. 310 be expended only to <br /> cover costs of the City of Lakewood consistent with the requirements of section 5001 of <br />
