ORDINANCE 28-19 - AN ORDINANCE to amend Section 1105.02 of the Zoning Code <br /> of the Codified Ordinances of the City of Lakewood by changing and revising the Zoning <br /> Map of the City with respect to certain property as set forth and described as 2022 Lincoln <br /> Avenue (PPNs 314-19-094, 314-19-008, 314-19-009, 314-19-010, 314-19-45, 314-19-46, <br /> 314-19-47, 314-19-48, 314-19-049) from C2 (Commercial, Retail) to PD (Planned <br /> Development). (Referred to COW, PC, ABR 1012112019; 2nd reading 111412019) (pg. 1) <br /> President O'Malley made a motion, seconded by Vice President Litten to adopt Ordinance 28- <br /> 19. <br /> Discussion: The Planning Department offered no comment. Dru Siley, the project developer, <br /> was not present to comment. Ordinance 28-19 was adopted. <br /> 3. Finance Committee report regarding meeting held June 8 &June 15,2020. (to be provided) <br /> Councilmember Bullock read the following report into the record: <br /> The Committee agreed to approve of the requested increase of$30,000 to the municipal <br /> services line item, which was caused due to a very busy early part of the budget year. The <br /> committee got a chance to hear from City Engineer Mark Papke on that and get an idea of <br /> what that projected balance would cover for the rest of the year. We recommended on June <br /> 81h that Ordinance 33-19B be adopted tonight. <br /> On June 8`i' we continued deliberations on three resolutions that establish our tax budget <br /> authority with the county government. Those are Resolutions 2020-33,-34, & -35. We began a <br /> discussion on June 8'and continued it tonight on June 15'and spent sometime analyzing our <br /> budgeting and property tax valuations. We concluded by recommending adoption of those <br /> three resolutions tonight. The committee also had discussions on the general fund revenue <br /> report at the end ofMay to understand the impacts ofCOVID on our budget. We have about a <br /> $3.1 million shortfall in our income tax receipts. Other portions of our fund are healthy, but <br />
