17. RESOLUTION 9042-18B - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Resolution No. 9042-18A, adopted April 23, 2020, to add a second round of Coronavirus Aid, Relief, and Economic Security Act(CARES Act) funding in the amount of$777,831 to the City's 2019 HUD Annual Action Plan which includes dollar allocations and activities to be funded with federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME) resources and incorporates the City's application to the U.S. Department of Housing and Urban Development (HUD) for FY2019 CDBG, ESG, and HOME funds and all amendments thereto and all understandings and assurances contained therein. (pg. 041) President O'Malley made a motion, seconded by Vice President Litten to refer resolution 9042-18B to the Finance Committee. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. Resolution 9042-18B was referred to the Finance Committee. 18. Communication from Director Rancatore regarding 2020 year-end and 2021 budget ordinances. (pg. 045) President O'Malley made a motion, seconded by Vice President Litten to receive and filed the communication. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. The communication was received and filed. President O'Malley made a motion, seconded by Vice President Litten for the rules to be suspended to allow for the consecutive reading of Ordinances 19 through 33 and allow simultaneous referral to the Finance Committee.
