President O'Malley made a motion, seconded by Vice President Litten to adopt Substitute <br /> Ordinance 17-2020 as substituted. <br /> Discussion: President O'Malley thanked the committee for its work on the ordinance and <br /> stated it was inspired from a single instance where community members noticed subpar <br /> painting on brick. Councilmember Neff asked whether there will be situations where an <br /> owner will be allowed to paint brick. Director Leininger answered yes and that an owner can <br /> apply to ABR. The general position is that it is not recommended, but there may be unique <br /> circumstances where paint can be used to preserve masonry. It gives ABR the authority to <br /> hear an application. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. (to be provided) <br /> Councilmember Bullock read the following report into the record: <br /> The committee is in the midst of intensive budget hearing, department presentations, and <br /> Q&A with councilmembers. In these discussions, councilmembers get both annual <br /> programmatic overviews and reviews, as well as budgetary fiscal assessments.
