Please "substitute for the original <br />Bullock, Kepple, Litten, Neff, <br />O'Malley, Rader, Shachner <br />RESOLUTION NO. 9042 18B <br />i <br />i <br />....................... . <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, amending Resolution No. 9042-18A, adopted April 23, 2020, to <br />add a second round of Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding <br />in the amount of $777,831 to the City's 2019 HUD Annual Action Plan which includes dollar <br />allocations and activities to be funded with federal Community Development Block Grant <br />(CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program <br />(HOME) resources and incorporates the City's application to the U.S. Department of Housing and <br />Urban Development (HUD) for FY2019 CDBG, ESG, and HOME funds and all amendments <br />thereto and all understandings and assurances contained therein. <br />WHEREAS, on March 27, 2020 in response to the COVID-19 Pandemic, the Federal <br />Government passed the CARES Act (Public Law 116-13 6), and; <br />WHEREAS, Lakewood received a first round of supplemental CDBG ($1,186,886) and <br />ESG ($601,086) CARES Act funding totaling $1,787,948 funding in April 2020, and; <br />WHEREAS, Lakewood received a second round of supplemental CDBG ($303,745) and <br />ESG ($474,086) CARES Act funding totaling $777,831 in September 2020, and; <br />WHEREAS, CARES Act funding is restricted to activities already eligible under the <br />CDBG and ESG programs that prevent, prepare for, and respond to the COVID-19 pandemic, and; <br />WHEREAS, Lakewood must again amend its approved 2019 HUD Annual Action Plan in <br />order to receive CARES Act funds for the purpose of assisting residents and businesses adversely <br />impacted by the COVID-19 pandemic, and; <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public peace, property, health and safety, and to provide for <br />the usual daily operation of municipal departments in order to receive and make these funds <br />available as soon as possible; now, therefore, <br />
