The office strives to <br /> give equal opportunity for members to travel,but the reality is only a handful of members <br /> will actually do so. <br /> Council Discussion and Q&A <br /> Councilmember Rader questioned where the sustainability focused Council budget <br /> priorities were put into the budget. Director Rancatore indicated that the funds for a <br /> sustainability study are largely housed within the Planning budget on page 96 under <br /> contractual services. <br /> Chairman Bullock inquired as to the best way that councilmembers can see where their <br /> budget priorities fall in the budget. Director Rancatore encouraged members to reach out <br /> directly to him. Mayor George noted that the budget priorities might be incorporated <br /> through the five-year capital improvement or other means besides a specific line item in <br /> the budget. <br /> Councilmember Litten stated his support for budgeting for the next year as if there were no <br /> COVID effects because it would be much harder in a year to budget something at the old <br /> levels it was at pre-COVID. He asked to have the previous year's budgeted number for <br /> comparison purposes. Director Rancatore agreed with that formatting. Mr. Litten <br /> encouraged members to take an active role in implementing their priorities throughout the <br /> year. <br /> Councilmember Kepple requested a breakdown of which Council budget priorities will be <br /> implemented versus will be studied in 2021. Director Rancatore indicated that the anti- <br /> racism taskforce, tree canopy, zero emissions study, development of the bike master plan, <br /> public art, developing a strategy around clean power, and the examination of the Lakewood <br /> marketplace will all be items on the agenda for 2021. He indicated that not all priorities <br /> may not be deliverable by 2021, but that the administration has looked at all of them and <br /> put them on a schedule. Councilmember Kepple disputed that there was funding set aside <br /> for several items, such as the anti-racism taskforce and the Lakewood marketplace, and <br /> noted a decrease in the urban forestry budget. Mayor George stated that most of the <br /> priorities will not be specific line items and that they are part of a strategic long-term plan. <br /> Chairman Bullock requested a future meeting to discuss the implementation of Council <br /> budget priorities. Councilmembers and the administration discussed the realities of budget <br /> priority implementation. <br /> Chairman Bullock encouraged the administration to pursue a new 5-year clean power <br /> contract, as the city's current contract is set to expire soon.
