MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE November 17, 2020 Meeting held virtually Present: Councilmembers Shachner, Kepple, Rader Also Present: Planning Director Leininger, Assistant Law Director Swallow, Law Director Corrigan, Urban Designer Allison Hennie, Building Commissioner Meyers, members of the public, Clerk Bach taking minutes Call to Order: 6:06 p.m. Approval of the minutes of the September 21, 2020 Housing, Planning & Development Committee meeting. A motion was made and seconded to approve the minutes of the September 21, 2020 Housing, Planning & Development Committee meeting. A roll call vote was conducted as follows: Yea: Shachner, Kepple, Rader Nay: none Motion adopted. Minutes approved. ORDINANCE 14-2020 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council to amend Section 505.18, Certain Animals Prohibited, Section 1121.03, Permitted Accessory Uses, of the Codified Ordinances of the City of Lakewood, Section 1123.03, Permitted Accessory Uses, of the Codified Ordinances of the City of Lakewood, and Section 1127.03, Permitted Accessory Uses, of the Codified Ordinances of the City of Lakewood, to permit the keeping of bees in the City of Lakewood. Chairman Shachner presented a new draft of Ordinance 14-2020 to the committee. He reminded the Committee that the Planning Commission recommended that the Planning Code sections of the ordinance be removed. Consequently, the new draft seeks to make the changes through Section 505.18, like how hens were handled. Chairman Shachner outlined the changes in the new version which included: • An amended section to allow bees in all districts. • A new section to establish an annual application process and fee. Information on the application must include: o Attestation of attending a beekeeping class o Registration with State of Ohio o Other details proscribed in the draft 1
