MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> January 19, 2021 <br /> Virtual Meeting <br /> Present: Councilmembers Rader, Bullock, Shachner <br /> Also Present: Law Director Corrigan, Planning Director Leininger, Fire Chief Dunphy, <br /> Councilmembers Neff and Litten, Public Works Director Ducu, Engineer Papke, Deputy Clerk <br /> Lascu and Clerk Bach taking minutes <br /> Call to Order: 6:34 p.m. <br /> Approval of the minutes of the November 2, 2020 Public Works & Sustainability <br /> Committee meeting. <br /> Without objection, Chairman Rader ordered the minutes approved. <br /> RESOLUTION 2020-75 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, approving <br /> the use of submerged lands for property located at and abutting 15100 Edgewater Drove, <br /> Lakewood, Ohio (a legal description of which is attached hereto as "Exhibit A" and <br /> Exhibit"B"), in order to permit the owners the opportunity to undertake the proposes <br /> shore structure. (Referred to PWS 1217120) <br /> Engineer Papke introduced Resolutions 2020-75 and 2020-76. He explained that two <br /> neighboring property owners on Edgewater are requesting submerged lands leases in order to <br /> improve and preserve their shoreline. The neighbors are working together in the interest of <br /> saving money and time. Council is being asked to affirm that the lease does not interfere with <br /> any City plans for future development or infrastructure. Engineer Papke stated that nothing in the <br /> Integrated Wet Weather Plan indicates that the City will need the landsfor these purposes. <br /> In response to questions, Engineer Papke discussed the next steps of the process which involves <br /> approval from Ohio Department of Natural Resources before a permit is issued from Ohio EPA <br /> and/or the U.S. Army Corps of Engineers. He clarified that Council's role is not to weigh in on <br /> the project design. <br /> Councilmember Bullock noted that the City has historically left shoreline erosion issues to <br /> private property owners to manage but that there may be opportunities to improve our <br /> preservation/erosion control strategy in a more coordinated manner. He provided suggestions, <br /> one of which was to team up with the City's state representatives and congresswomen. <br /> Director Leininger remarked on the County's plan to tackle erosion. While the program is in its <br /> infancy, he highlighted achievements in Euclid. <br /> 1 <br />
