Sh.Hc1h1')J r <br />RESOLUTION NO. 2021-07 BY: <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, condemning the violent and unlawful behavior of rioters at the United States Capitol on <br />January 6th, 2021 ; and urging local, state and federal entities to prosecute to the fullest extent of <br />the law and bring to justice to those who incited, planned, organized, and conducted the Capitol <br />rioting; and rebuking those elected officials who incited and misled the public with false claims <br />of election fraud or seditious attempts to usurp the will of the voters; and calling on the United <br />States Senate to convict and disqualify outgoing President Donald J. Trump from holding any <br />office of honor, trust or profit under the United States. <br />WHEREAS, election of government leaders by a vote of the people and the peaceful <br />transfer of power are the foundation of American democracy; and <br />WHEREAS, the rule of law, free speech, and non-violent assembly of the people together <br />with deliberation by the people's elected representatives to Congress in the U.S. Capitol are <br />essential to successful conduct of American democracy and to liberty and the pursuit of <br />happiness by individuals and the nation, generally; and <br />WHEREAS, on Tuesday, November 3rd, 81,283,485 United States citizens voted for <br />Joseph R. Biden for President, earning him 306 electoral votes to President Trump's 232; and <br />WHEREAS, the joint statement from the United States Elections Infrastructure <br />Government Coordinating Council & The Election Infrastructure Sector Coordinating Executive <br />Committees declared their finding that "The November 3rd election was the most secure in <br />American history"; and <br />WHEREAS, election officials in each state and territory certified the results of the <br />November 2020 Presidential election, and numerous lawsuits, recounts and audits found no <br />evidence of widespread voter fraud; and <br />WHEREAS, President Trump and elected officials in the United States Congress and the <br />Ohio Statehouse who supported him propagated and continue to propagate lies about the security <br />of the election and misled supporters into believing that Congress and Vice President Pence <br />could overturn the will of the people; and <br />WHEREAS, at a rally in Georgia on January 4th, President Trump encouraged supporters <br />to continue to fight the certification of the election saying, " They're not taking this White House <br />we're going to fight like hell, I'll tell you right now... We're going to take it back." <br />WHEREAS, on Wednesday, January 6th, the United States Congress was scheduled to <br />hold a procedural vote to accept the votes of the Electoral College and certify the election; and <br />
