MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE January 4, 2020 Online Broadcast Meeting Present: Councilmembers Shachner, Rader, & Kepple Also Present: Councilmembers O'Malley, Litten, & Bullock, Director Leininger, Alex Solove of Jerome Solove Development Inc., Chief of Staff John Storey, Chief Dunphy, Rob McCarthy of Brickler& Eckler, Clerk Bach, & Deputy Clerk Lascu taking minutes Start time: 5:30 p.m. AGENDA Approval of the minutes of the November 17, 2020 Housing, Planning& Development Committee meeting. Chairman Shachner made a motion, seconded by Councilmember Kepple to approve the minutes from the committee's last meeting. A roll call vote was taken as follows: Yeas - Shachner, Kepple, Rader Nays - None Motion passed. The minutes were approved. ORDINANCE 48-2020 -AN ORDINANCE authorizing a development Agreement in connection with the development and redevelopment of certain real property in the City of Lakewood, Ohio as part of a tax increment financing program under Ohio Revised Code Section 5709.41. (Referred to HPD 12/21/20) ORDINANCE 49-2020 -AN ORDINANCE authorizing a development Agreement in connection with the development and redevelopment of certain real property in the City of Lakewood, Ohio as part of a tax increment financing program under Ohio Revised Code Section 5709.41. (Referred to HPD 12/21/20) Chairman Shachner opened discussion, noting that the committee received substitute versions of the ordinances. Director Leininger provided clarification on the emergency clauses that were added and how they make the law go into effect upon signature, as opposed to waiting the 30-40 days stated in the city charter. Director Leininger then gave an introduction of the people that have been involved in the process of this development: John Storey, Rob McCarthy (a Bricker&Eckler attorney facilitating the deal), and Alex Solove (a Columbus area developer,beneficiary of the TIF, & Lakewood resident).
