In response to a question by a councilmember, Director Leininger explained that the
development agreement requires the developer's contractor to form an agreement with the
Cleveland Construction & Building Trades Council and to present that to the City prior to the
start of construction.
Councilmember Litten asked if HUD vouchers will be accepted at the developments.
Director Leininger replied that it will be up to the developer but that nothing in the agreement
prohibits or requires them to accept vouchers.
Councilmember Litten acknowledged that the matter at hand does not include the school district
but encouraged future conversations related to the schools sharing the brunt of future financing.
Director Leininger agreed that that would be a future conversation. He notified Council that the
schools would be formally notified of the TIF even though they are not impacted by it. Because
of the noticing requirements, these ordinances must receive three full readings.
Councilmember Rader expressed support for the project and for the affordable housing
component. He remarked on the problem of residents being priced out of Lakewood and that
affordable housing is worth the investment.
A motion was made and seconded to recommend Ordinance 06-2021 for adoption. A roll call
vote was taken as follows:
Yea: Shachner, Rader, Kepple
Nay: none
Motion adopted. Ordinance 06-2021 recommended for adoption.
A motion was made and seconded to recommend Ordinance 07-2021 for adoption. A roll call
vote was taken as follows:
Yea: Shachner, Rader, Kepple
Nay: none
Motion adopted. Ordinance 07-2021 recommended for adoption.
Councilmember Shachner expressed enthusiasm for the project.
Without objection the Housing, Planning & Development Committee adjourned at 6:27 p.m.
3
