In response to a question by a councilmember, Director Leininger explained that the <br /> development agreement requires the developer's contractor to form an agreement with the <br /> Cleveland Construction & Building Trades Council and to present that to the City prior to the <br /> start of construction. <br /> Councilmember Litten asked if HUD vouchers will be accepted at the developments. <br /> Director Leininger replied that it will be up to the developer but that nothing in the agreement <br /> prohibits or requires them to accept vouchers. <br /> Councilmember Litten acknowledged that the matter at hand does not include the school district <br /> but encouraged future conversations related to the schools sharing the brunt of future financing. <br /> Director Leininger agreed that that would be a future conversation. He notified Council that the <br /> schools would be formally notified of the TIF even though they are not impacted by it. Because <br /> of the noticing requirements, these ordinances must receive three full readings. <br /> Councilmember Rader expressed support for the project and for the affordable housing <br /> component. He remarked on the problem of residents being priced out of Lakewood and that <br /> affordable housing is worth the investment. <br /> A motion was made and seconded to recommend Ordinance 06-2021 for adoption. A roll call <br /> vote was taken as follows: <br /> Yea: Shachner, Rader, Kepple <br /> Nay: none <br /> Motion adopted.
