Chairman Rader deferred the item without objection to the committee's next meeting. <br /> RESOLUTION 2021-02 -A RESOLUTION to take effect immediately provided it receives <br /> the vote of at least two thirds of the members of Council, or otherwise to take effect at the <br /> earliest period allowed by law, authorizing an agreement between the City of Lakewood, <br /> Cuyahoga County, Ohio hereinafter referred to as the MUNICIPALITY,in the matter of <br /> the hereinafter described improvement and requests the cooperation of the County of <br /> Cuyahoga, Ohio, hereinafter referred to as the COUNTY. (Referred to PWS 1/19/21) <br /> Chairman Rader gave an overview of the resolution. Engineer Papke has served on the steering <br /> committee on behalf of the city for this project. Mr. Papke noted that after multiple studies it was <br /> determined that the Hilliard Road bridge needs a full replacement. The county is running the <br /> design of the new bridge to replace it. The plan is to completely demolish it and have a new <br /> bridge go up in 2023. The new bridge will include a shared use path for bikes and pedestrians. <br /> Chairman Rader asked how this project affects the potential re-evaluation of the Clifton Road <br /> bridge. Mr. Papke indicated that the bridge is owned by ODOT exclusively, who does <br /> inspections on it annually, and that the organization will come to the city when that bridge is at <br /> the end of its useful life. <br /> Engineer Papke noted that the Hilliard Road bridge had concrete chunks falling from it and <br /> netting was put up as a result of a study. It was deemed unsafe by the county. Some Metroparks <br /> trails had to be diverted from the area to make it safer. In regard to the new bridge, extra lighting <br /> may be added in for aesthetics, along with a public viewing platform. There will be future <br /> opportunities for public engagement. Councilmembers expressed their support for the project. <br /> Chairman Rader made a motion, seconded by Councilmember Bullock to recommend adoption <br /> of Resolution 2021-02 to the full council. <br /> Discussion: Councilmember Neff asked if traff c would be completely shut down during the <br /> construction. Mr. Papke confirmed that it would, as a full tear down would be necessary.Traffic <br /> will be detoured around, which is why the city is aiming to have Hilliard Rd. resurfaced in 2022 <br /> before the start of the bridge project. He estimated a 2 year timeline to bring the bridge down <br /> and rebuild it. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Rader, Bullock, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-02 was recommended for adoption. <br /> Chairman Rader adjourned the meeting without objection at 6:55 p.m. <br />
