Motion passed. Ordinance 11-2021 was recommended for adoption by the full Council. <br /> ORDINANCE 03-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> authorizing the Director of Finance to enter into Equipment Leases in forms <br /> approved by the Director of Law on behalf of the City of Lakewood ("City"). (1st read <br /> and referred to Finance 1/19/21; 2nd reading 2/1/21) <br /> Chairman Bullock noted a request by the administration for passage of Ordinance 03-2021 <br /> that evening during Council's regular meeting, due to time sensitive purchasing. He then <br /> reviewed the new strategy the administration is looking to implement with the city fleet, <br /> which entails longer-term vehicle leases with Enterprise as opposed to the traditional <br /> approach of purchasing to own. It was clarified that capital leases (loan to own a vehicle) <br /> and general leases (similar to a consumer car lease) would be utilized in this pilot program. <br /> Director Ducu stated that pickup trucks that are normally assigned to one sole supervisor <br /> and make for great candidates for leases. 6 pickup trucks would have a 1-year lease.James <br /> Holman of the Fleet Department stated that the government incentives on smaller vehicles <br /> make them virtually have no cost to the city once the lease terms have expired. The Fleet <br /> Department would likely only have to complete oil changes on newer vehicles, as opposed <br /> to more extensive repairs as they age. Mr. Holman explained that governments are able to <br /> acquire vehicles cheaper by planning to lease vehicles a year in advance and still return <br /> them for current year resale by the expiration of the lease agreement. <br /> Chairman Bullock spoke to the value of hybrid and clean emissions vehicles and expressed <br /> hope for expansion of the use of those vehicles. Mr. Conley of Clean Fuels Ohio spoke to <br /> how leasing can minimize overall asset cost of conventional vehicles. He added that it can <br /> provide opportunity for expansion of electric vehicles. He noted that Columbus has added <br /> 200 electric sedans. He stated that Clean Fuels Ohio is supportive of cities that can make <br /> leasing work well for their communities, especially to minimize the end of life costs <br /> associated with electric vehicles. The committee spoke about tax credits that can be used to <br /> mitigate the costs of electric vehicles. <br /> Public Comment. Glenn Campbell- 15305 Lanning Ave. -Mr. Campbell stated his support of <br /> the examination of opportunities for the implementation of electric vehicles and those fueled <br /> by renewable energy. <br /> Director Ducu stated a desired goal to get infrastructure in place for charging prior to <br /> purchasing electric trucks. <br /> Clerk Bach inquired about a blank in section 4 of the legislation.Assistant Director Schuster <br /> indicated that it should be filled in with Key Government Finance. <br />
