MINUTES OF THE COMMITTEE OF THE WHOLE <br /> March 1, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers O'Malley, Bullock, Kepple, Litten,Neff, Rader, & Shachner <br /> Also Present: Mayor George, Director Rancatore, Director Corrigan, Director Dillinger, Chief <br /> Dunphy, Director Ducu, Director Leininger, Jessica Eddy of the Finance Department, a couple <br /> members of the public, Clerk Bach, & Deputy Clerk Lascu taking minutes <br /> Start time: 6:30 p.m. <br /> AGENDA <br /> Approval of the minutes of the February 16, 2021 Committee of the Whole. <br /> Chairman O'Malley made a motion, seconded by Councilmember Litten to approve the minutes <br /> of Committee of the Whole from February 16, 2021. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The minutes were approved. <br /> RESOLUTION 2021-08—A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, appointing <br /> & to the Local Board of Tax Review for two- <br /> year terms beginning January 1, 2021 and ending December 31, 2022. (Referred to COW <br /> 2/16/21) <br /> Chairman O'Malley noted that there might be an increased amount of appeals to income tax <br /> obligations this year, due to people working from home in the pandemic. He noted only 3 people <br /> applied for the 2 positions. <br /> Chairman O'Malley reviewed the resumes and qualifications of the applicants. Councilmember <br /> Kepple gave input on the applicants and spoke to the value of having a woman on the board. <br /> Chairman O'Malley made a motion, seconded by Councilmember Litten to amend Resolution <br /> 2021-08 and insert the names Alex Machovina& Alex Mulac into the blanks. <br /> Discussion: Clerk Bach pointed out that appointees cannot be city contractors or have been ones <br /> in the past S years, and sought the opinion of the Law Department. Director Corrigan noted that <br /> both individuals could be appointed at tonight's meeting and upon an inquiry into the matter, the <br />
