MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> Virtual Meeting <br /> April 5, 2021 <br /> Present: Councilmembers Rader (Chair), Bullock, & Shachner <br /> Also Present: Mayor George, Assistant Law Director Swallow, Public Works Director Ducu, <br /> Leslie Quilty of HELP Foundation, Councilmembers Kepple and Neff, Public Works Division <br /> Manager Sam Bonvisutto, Law Director Corrigan, Marc Dann and Matt Krems of the Tree <br /> Board, Mike Satink of the Public Works Department, former members of the Tree Task Force <br /> including David Sangree and John Palmer, members of the public including Charles <br /> Shaughnessy, Deputy Clerk Lascu and Clerk Bach taking minutes <br /> Call to Order: 6:30 p.m. <br /> ORDINANCE 13-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to enter into an amendment to the concession lease <br /> agreement with HELP Foundation, Inc. for the operation of food concessions at <br /> Lakewood Park, pursuant to Section 155.08 of the Codified Ordinances. <br /> Director Corrigan introduced Ordinance 13-2021. He explained that for the past several years the <br /> City has entered a contract with the HELP Foundation to run the concession stand at Lakewood <br /> Park. The City entered the contract in 2020 but COVID interfered with the opening of the <br /> concession stand. This year, HELP expressed interest again in operating the concessions. HELP <br /> can operate the concessions M-F but unable to on the weekends due to COVID-related staffing <br /> issues. Director Corrigan stated that the City has concerns about these schedule limitations since <br /> the park is busiest on the weekends. The City would like to support HELP and its mission but <br /> needs to find a way to resolve these scheduling issues. <br /> Leslie Quilty clarified that HELP operated concession in 2020 on a reduced schedule. They <br /> operated normal hours in 2018 and 2019. HELP had its special needs clients operate the <br /> concessions M-F and supplemented the services with "typical"persons (a word used in the <br /> community to describe non-special needs persons) on weekends. <br /> Committee members discussed the importance of providing weekend concessions at the park. <br /> Mayor George agreed and recommended deferral of the ordinance so that further options can be <br /> explored. <br /> A motion was made and seconded to defer Ordinance 13-2021. A roll call vote was conducted as <br /> follows: <br /> Yeas: Bullock, Rader, Shachner <br /> Nays: none <br /> 1 <br />
