Referred to PWS 4/5/21 <br />Bullock, Kepple, Litten, Neff, <br />RESOLUTION NO.2021-15 O'Malley, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, <br />authorizing the City of Lakewood to enter into an agreement to accept Northeast Ohio Public En- <br />ergy Council ("NOPEC") Energized Community Grant ("NEC Grant"). <br />WHEREAS, Lakewood is a member of NOPEC and is eligible for one or more NOPEC <br />Energized Community Grant(s) for 2021 as provided for in the NEC Grant Program guidelines; <br />and <br />WHEREAS, Lakewood has been awarded $143,649.00 for 2021; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lake- <br />wood, this Council by a vote of at least two thirds of its members determines that this resolution <br />is an emergency measure and that it shall take effect immediately, and that it is necessary for the <br />immediate preservation of the public property, health, and safety and to provide for the usual daily <br />operation of municipal departments in that entering into this grant agreement immediately will <br />allow Lakewood to access the funds and begin qualifying projects; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Council of the City of Lakewood hereby authorizes the Mayor to apply for <br />and to enter into any and all necessary agreements to accept and receive the NEC Grant(s) for 2021 <br />and to enter into and execute the grant agreement and any other required ancillary documentation <br />with NOPEC to effectuate the foregoing. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, and <br />that all such deliberations of this Council and of any of its committees that resulted in such formal <br />action were in meetings open to the public in compliance with all legal requirements. <br />
