MINUTES OF THE FINANCE COMMITTEE <br /> April 19, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Bullock, Litten, &Neff <br /> Also Present: Councilmembers Rader& Kepple, Director Leininger, Chief Dunphy, Chief of <br /> Staff Storey, Commissioner Meyers, Director Corrigan, Engineer Papke, Director Ducu, Clerk <br /> Bach, & Deputy Clerk Lascu <br /> Start time: 7:00 p.m. <br /> AGENDA <br /> Approval of the minutes of the Finance Committee held April 12, 2021. <br /> Chairman Bullock made a motion, seconded by Councilmember Litten to approve the <br /> minutes. <br /> A roll call vote was taken as follows: <br /> Yeas - Bullock, Litten, Neff <br /> Nays - None <br /> Motion passed. The minutes were approved. <br /> ORDINANCE 31-2020A-AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> amending Ordinance 31-2020 adopted December 21, 2020,authorizing and <br /> directing the Mayor (Director of Public Safety), the Director of Public Works, the <br /> Director of Law, the Director of Finance, and/or the Purchasing Manager to advertise <br /> for bid and enter into a contract with the lowest and best bidder in accordance with <br /> the Administrative Code of the City of Lakewood for the Wastewater System and <br /> Treatment Improvement Program in accordance with the Administrative Code of the <br /> City of Lakewood, contracts not to exceed the specified amounts shown without <br /> separate resolution of Council. (Placed on 1st reading&referred to Finance 4/5/21) <br /> Chairman Bullock gave an overview of Ordinance 31-2020A, which concerns the <br /> contracting authority for the wastewater treatment system project. The ordinance sought <br /> to expand contracting authority from $5.5 million to $8 million. $8 million had been <br /> budgeted already for the project, however the contracting authority needs to match that <br /> number,with Council inquiring about the initial discrepancy. <br /> Director Rancatore explained that a number of projects financed through the OPWC were <br /> paused in 2020, which affected the Summit Outfall project. <br />
