Placed on lst reading & <br />referred to Finance <br />4/19/21; 2nd reading 5/3/21 <br />Bullock, Kepple, Litten, Neff, <br />ORDINANCE NO. 15-2021 By: O'Malley, Shachner <br />AN ORDINACE to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest <br />period allowed by law, amending Section 113.02, Fair Employment Wage of the Lakewood <br />Codified Ordinances to increase the living wage to $15.00 per hour. <br />WHEREAS, the Fair Employment Wage was established by Council in 2003 to ensure that <br />the working people employed by the City and its contractors are paid a fair, living wage; and <br />WHEREAS, the Economic Policy Institute and other leading authorities agree that a single <br />adult without children must earn at least $15 per hour (or $31,200 annually) to attain a secure yet <br />modest standard of living that covers transportation, housing, food, and other basic costs of living <br />; and <br />WHEREAS, to meet the objectives of the original Fair Employment Wage legislation, now <br />is the time to raise the fair employment wage to $15.00 per hour for all employees and contracted <br />employees; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />ordinance is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments, in that covered employees of the City and of City <br />Contractors should be making a living wage immediately; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD. OHIO: <br />Section 1. Section 113.02, Fair Employment Wage, of the Codified Ordinances of the City <br />of Lakewood, currently reading as follows: <br />113.02 FAIR EMPLOYMENT WAGE. <br />All Covered Employers shall pay no less than the Fair Employment Wage to Covered <br />Employees. Determination of the Fair Employment Wage shall be in accordance with the <br />following: <br />(a) Amount of Fair Employment Wage. <br />The Fair Employment Wage shall be calculated on an hourly basis and shall be paid effective <br />the dates listed as follows: <br />With Health Benefits Paid by Employer $ 9.20 <br />Without Health Benefits Paid by Employer $10.20 <br />Thereafter, the Fair Employment Wage shall be adjusted by the City of Lakewood on an annual <br />basis, beginning January 1, 2005 and each year thereafter in proportion to the Consumer Price <br />Index for Northeast Ohio, as published by the Bureau of Labor Statistics, U.S. Department of <br />Labor. <br />(b) All employees working for the City shall be paid at least a Fair Employment Wage. <br />is hereby repealed. <br />
