Regarding the Commercial Driver's License Stipend, Director Dillinger explained that the <br /> collective bargaining agreements provide a$50 stipend for holding a CDL. If an employee <br /> becomes promoted to management, they currently must forfeit the stipend. She proposed adding <br /> the stipend to the ordinance so that employees rising through the ranks can maintain this. <br /> Finally, Director Dillinger proposed adding two new certifications for Human Resources <br /> professionals —the Certified Human Resources Professional (SHRM-CP) and the Senior <br /> Certified Human Resources Professional (SHRM-SCP). Director Dillinger holds the SHRM-CP <br /> designation and intends to apply for the SHRM-SCP in the future. She wants to motivate her two <br /> full-time staff to do the same. <br /> Councilmember Bullock expressed support for the legislation, stating that it makes sense to use <br /> certifications to carve out a career track, as has been done in other departments. He expressed <br /> support for stipends on the union and non-union sides to match and for ensuring that ordinances <br /> match current practices. <br /> The Committee discussed the CDL stipend and determined that there are 6 non-union Public <br /> Works employees and one Human Services employee who would qualify. CDLs are required for <br /> many public works positions such as those that require operation of snowplows, sanitation <br /> trucks, backhoes, and other equipment. <br /> Councilmember Litten expressed support for the legislation and noted that the SHRM <br /> certification is an industry standard and that it would be good to have the City's HR <br /> professionals have those credentials. <br /> It was noted for the record that this ordinance will have a budgetary impact of approximately <br /> $1,300 - $1,800 in the near term. <br /> A motion was made and seconded to recommend Ordinance 22-2020A for adoption.
