ORDINANCE 21-2021 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, amending Sections within Chapter 144 Civil Service Commission to allow lateral entry police officers to be hired with a grant of seniority for purposes of salary based on prior civil service police service. RESOLUTION 2021-31 - A RESOLUTION to supportthe Medicare for All Act of 2021. (pg. 026) Councilmember Rader spoke about the need for universal healthcare and the burden of medical debt. He remarked that the pandemic has highlighted this need all the more, noting the expansion of the Medicaid roles during the pandemic. He urged support of the resolution. Motion by President O'Malley, seconded by Vice President Litten to receive and file. All members voted in favor. Motion passed. Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- 31. President O'Malley remarked that the U.S. healthcare system is unsustainable and inadequate compared to the systems in other industrialized nations. He advocated for high quality plans and expressed support. All members voted in favor. Motion passed. Resolution 2021-31 adopted. 12.
