Discussion: Director Leininger answered a number of questions from Councilmembers about the mechanics of the TIF, the timeline, and the workforce involved with the project. ORDINANCE 22-2021 - AN ORDINANCE authorizing a development agreement with West 117 Development LLC, West 117 Development Fieldhouse LLC, and West 117 Development Phantasy LLC in connection with the development and redevelopment of certain real property in the City of Lakewood, Ohio as part of a tax increment financing program under Ohio Revised Code Section 5709.41. (pg. 043) Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 22-2021 to the Housing, Planning & Development Committee. All members voted in favor. Motion passed. ORDINANCE 23-2021 - AN ORDINANCE to take effect immediately provided it receives the vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, authorizing the City of Lakewood, Ohio to accept title to certain real property located within the City and immediately transfer title back to the current owner for the purpose of implementing tax increment finance pursuant to Ohio Revised Code Section 5709.41. ORDINANCE 24-2021 - AN ORDINANCE to take effect January 1, 2022 amending sections within Part 9, Streets, Utilities and Public Services Code of the Codified Ordinances of the City of Lakewood to enact a new impervious surface fee and to establish a tiered rate for large industrial users of water and sewer in the City of Lakewood. (pg. 090) Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 24-2021 to the Public Works & Sustainability Committee.
