3. RESOLUTION 2021-30 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Director of <br /> Finance to sell surplus ammunition to the City of Bay Village. (Referred to Public Safety <br /> 617121) (pg. 008) <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- <br /> 30. All members voted in favor. Motion passed. Resolution 2021-30 adopted. <br /> 4. ORDINANCE 21-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> Sections within Chapter 144 Civil Service Commission to allow lateral entry police <br /> officers to be hired with a grant of seniority for purposes of salary based on prior civil <br /> service police service. (P'read and referred to PS 617121; 2nd reading 6121121) (pg. 010) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Ordinance 21- <br /> 2021. <br /> Discussion: Law Director Corrigan explained that Ordinance 21-2021 is scheduled to go <br /> before the Civil Service Commission on July 141h and will appear on the July 191h docket. <br /> Director Dillinger explained that as a result of the previous committee discussion, a MOU <br /> between the FOP and the City will be put into place regarding the salaries of lateral hires. <br /> On the motion: All members voted in favor. Motion passed. Ordinance 21-2021 deferred. <br /> 5. ORDINANCE 19-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, to approve <br /> the editing and inclusion of certain ordinances as parts of the various component codes of <br /> the Codified Ordinances and to provide for the publication of such new matter.
