10. RESOLUTION 2021-33 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor and/or Director of Finance or Director of Law to allocate Twenty- <br /> Five Million Dollars ($25,000,000) to effectuate the modernization and construction of <br /> the City of Lakewood's sewer system with such funds allocated from the American <br /> Rescue Plan ("ARP") and Coronavirus State and Local Fiscal Recovery Funds <br /> ("CSLFRF"). (Referred to Finance 6121121) (pg. 064) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Resolution 2021- <br /> 33. All members voted in favor. Motion passed. Resolution 2021-33 deferred. <br /> 11. ORDINANCE 24-2021 - AN ORDINANCE to take effect January 1, 2022 amending <br /> sections within Part 9, Streets, Utilities and Public Services Code of the Codified <br /> Ordinances of the City of Lakewood to enact a new impervious surface fee and to <br /> establish a tiered rate for large industrial users of water and sewer in the City of <br /> Lakewood. (I"read& referred to PWS 6121121) (pg. 066) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Ordinance 24- <br /> 2021. All members voted in favor. Motion passed. Ordinance 24-2021 deferred. <br /> 12. RESOLUTION 2021-26 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, accepting <br /> the amounts and rates as determined by the Budget Commission and authorizing the <br /> necessary tax levies and certifying them to the County Fiscal Officer. (Referred to <br /> Finance 617121) (pg. 075) <br /> Councilmember Bullock explained that due to lack of time the Finance Committee referred <br /> this and the following two items back to Council without a recommendation and requested <br /> information and explanation from Finance Director Rancatore. <br /> Motion by President O'Malley, seconded by Councilmember Bullock to adopt Resolution <br /> 2021-26. <br /> Discussion: Director Rancatore provided information and explanation of Resolutions 2021- <br /> 26, 2021-27, and 2021-28. All three resolutions are related to the City's intention to levy <br /> property tax in 2022. Without passage of the legislation, the City is not able to levy the taxes. <br /> He spoke about the importance of property taxes to the City's overall revenue stream. He <br /> clarified that the property tax rate has remained the same since 2003 and no increases are <br /> 4 <br />
