Bullock, Kepplo, I..itten, Neff, O'Malley, lipid ' rf <br />RESOLUTION 2021-38 BY: Shac;laner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force at the <br />earliest period allowed by law, proclaiming the first day of school through the end of the month <br />of September as Child Safety and Speed Awareness Month in the City of Lakewood, <br />commencing September 2021. <br />WHEREAS, as a densely populated, pedestrian friendly community, the City of <br />Lakewood is deeply invested in ensuring a safe environment for the thousands of children who <br />walk and bike to school throughout the city; and, <br />WHEREAS, the Lakewood Council of PTAs and the Lakewood Division of Police have <br />once again implemented the "Brake 4 Kids", lawn sign and public education program to raise <br />awareness and cultivate a safe environment for our children and the many pedestrians and <br />cyclists who traverse our neighborhood streets; and, <br />WHEREAS, this safety education program seeks to remind drivers of motor vehicles of <br />the importance of abiding by speed limits and to obtain their voluntary compliance, especially in <br />and near school zones; and, <br />WHEREAS educating motorists through this unique speed awareness program will assist <br />the City's public safety forces in their continuing efforts to make our community a safer place for <br />children, pedestrians, cyclists, and all community members; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />legislation is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments, in that this public safety messaging is <br />needed in a timely manner; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO. <br />Section 1. That this Council and Mayor hereby recognize and declare the first day of <br />school through the end of the month of September each year, commencing September 2021, as <br />Child Safety and Speed Awareness Month in the City of Lakewood in support of the efforts <br />made by the Lakewood Council of PTAs and the Lakewood Division of Police. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and. that all such deliberations of this Council and of any of its committees that resulted in such <br />formal action, were in meetings open to the public, in compliance with all legal requirements. <br />
