Motion by Mayor George, seconded by President O'Malley to receive and file the <br /> communication. <br /> Discussion: President O'Malley and Law Director Corrigan discussed whether it was <br /> necessary for Council to formally authorize the agreement. Director Corrigan stated that the <br /> administration has authority to enter into such agreements on its own. Councilmember Rader <br /> suggested that the agreement could be attached to the pending legislation on the same topic — <br /> Resolution 2021-23. President O'Malley added that Councilmember Litten was a part of the <br /> MOU discussions and represented Council's interests in those discussions. <br /> President O'Malley and Mayor George discussed the timing of the MOU. Mayor George asked <br /> for quick attention. Chief of Staff John Storey reported that the matter is being heard at <br /> tonight's School Board meeting and the Board intends to take a vote on September 20''. <br /> President O'Malley scheduled a Committee of the Whole meeting for September 13'h to <br /> discuss the matter. <br /> Motion by President O'Malley, seconded by Vice President Litten to refer the communication <br /> to Committee of the Whole. <br /> Public Comment: <br /> Caitlin Magner, 15710 Westshore Court — Ms. Magner offered feedback on the proposed <br /> MOU. She asked for more specificity and hard deadlines in the MOU. She insisted that the <br /> field work must be performed this fall. She expressed a lack of confidence that the Rec. <br /> Department will follow through and asked the City to incorporate dispute resolution language <br /> into the MOU. <br /> Councilmember Litten remarked that for too long the city has been acting like a landlord <br /> without a lease. The MOU creates new accountability. If there are any issues, the City can <br /> point to the MOU. He emphasized that the city has committed to renovating Foxx and Usher <br /> Fields for next season. <br /> Julia Toke, 1682 Parkwood Rd. —Ms. Toke thanked the City and Schools for putting together <br /> the MOU in a short period of time. She offered her feedback on the proposed MOU. She <br /> questioned why the agreement can be terminated within 60 days and no ramifications for lack <br /> of follow through. <br /> AJ Magner, 15710 Westshore Court— Mr. Magner asked the city to proceed with the MOU <br /> and to build momentum from there. He offered some suggestions for the MOU and asked to <br /> have feedback from user groups incorporated into the School/City monthly meetings. <br /> Vince Franz, 1455 Waterbury —Mr. Franz thanked the city for drafting the MOU quickly. He <br /> asked for the city to have some kind of representation on CREC or in some other monthly <br /> collaborative space. <br /> 12 <br />
