10. Communication from Assistant Director Swallow regarding Division of Police Lateral Hire <br /> Process (Ord. 21-2021). (pg. 99) <br /> Motion by Councilmember Rader, seconded by President O'Malley to receive and file the <br /> communication. <br /> Discussion: Council and the administration discussed how this policy compares to policies in <br /> neighboring communities. Director Dillinger reported that Cleveland and Westlake are both <br /> considering similar policies to recruit officers. Lakewood has had to replace 25 officers within <br /> two years. <br /> In response to a councilmember's question, Director Dillinger reported that the City has <br /> discussed the proposed change with the FOP and upon passage of the legislation, the City and <br /> the union will sign an MOU to be attached to the collective bargaining agreement. <br /> Councilmember Bullock asked for reassurance that the change will be fair to existing officers. <br /> Director Dillinger responded that the FOP was agreeable to lateral hires earning more, but in <br /> response to their input, an amendment was made to ensure that new lateral hires did not <br /> automatically gain seniority over existing officers. <br /> On the motion: All members voted in favor. Motion passed. <br /> 11. ORDINANCE 21-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force at the earliest period allowed by law, amending Sections <br /> within Chapter 144 Civil Service Commission to allow lateral entry police officers to be <br /> hired with a grant of seniority for purposes of salary based on prior civil service police <br /> service. (Is'read and referred to PS 617121; 2nd reading 6121121) (pg. 100) <br /> Motion by President O'Malley, seconded by Vice President Litten to substitute Ordinance 21- <br /> 2021. <br /> Director Dillinger explained the nature of the substitute is to ensure that new lateral officers <br /> will not gain seniority over existing officers. <br /> A roll call vote was taken as follows: <br /> Yeas: Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays: none <br /> Motion passed. Ordinance 21-2021 substituted. <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Ordinance 21-2021 <br /> as substituted. <br /> 5 <br />
