Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. All members voted in favor. Motion passed. <br /> 22. Communication from Councilmember Bullock regarding 2022 Council Budget Priorities. <br /> (pg. 117) <br /> Motion by Councilmember Bullock, seconded by President O'Malley to receive and file the <br /> communication. All members voted in favor. Motion passed. <br /> 23. RESOLUTION 2021-40 - A Resolution to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law to formally identify agreed- <br /> upon priorities that Council would like to see reflected in the 2022 budget. (pg. 118) <br /> Motion by President O'Malley, seconded by Vice President Litten to refer Resolution 2021- <br /> 40 to the Finance Committee. <br /> All members voted in favor. Motion passed. Resolution 2021-40 referred to the Finance <br /> Committee. <br /> 24. Communication from Councilmembers Bullock &Neff regarding Child Safety and Speed <br /> Awareness Month. (pg. 121) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. <br /> Discussion: Councilmember Bullock recognized the efforts of the Lakewood Council of PTAs <br /> for its efforts to pay for signage and to place it near the schools to alert drivers about children <br /> walking to school. <br /> Councilmember Litten expressed support for the initiative. <br /> On the motion: All members voted in favor. Motion passed. <br /> 25. RESOLUTION 2021-38 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force at the earliest period allowed by law,proclaiming the first day <br /> of school through the end of the month of September as Child Safety and Speed Awareness <br /> Month in the City of Lakewood, commencing September 2021. (pg. 122) <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- <br /> 38. All members voted in favor. Motion passed.
