MINUTES OF THE FINANCE COMMITTEE <br /> September 7, 2021 <br /> City Hall Auditorium <br /> Present: Councilmembers Bullock, Litten, &Neff <br /> Also Present: Councilmembers Shachner, Rader, & Kepple, Mayor George, Director Leininger, <br /> Chief Dunphy, Chief of Staff Storey, Director Dillinger, Director Ducu, Director Rancatore, a <br /> couple dozen members of the public, Clerk Bach, & Deputy Clerk Lascu taking minutes <br /> Start time: 6:35 p.m. <br /> AGENDA <br /> Chairman Bullock gave a brief overview of the budget process. <br /> Approval of the minutes of the Finance Committee held July 6, 2 02 1. <br /> Chairman Bullock made a motion,seconded by Councilmember Litten to approve the <br /> minutes.All in favor. The minutes were approved. <br /> Approval of the minutes of the Joint Meeting of the Finance Committee and the Public <br /> Works &Sustainability Committee held July 19, 2021. <br /> Chairman Bullock made a motion,seconded by Councilmember Litten to approve the <br /> minutes.All in favor. The minutes were approved. <br /> ORDINANCE 27-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> authorizing the transfer and advance of certain funds. (1st read and referred to <br /> Finance 7/19/21) <br /> Director Rancatore stated that Ordinance 27-2021 was a standard transfer ordinance that <br /> represents 75% of the total transfers in the 2021 budget. It reflects subsidies from the <br /> general fund to the aging fund, hospitalization&workers' comp fund, and payments related <br /> to debt service for the wastewater treatment plant. <br /> Chairman Bullock made a motion,seconded by Councilmember Litten to recommend <br /> Ordinance 27-2021 for adoption by the full Council.All in favor. Ordinance 27-2021 was <br /> recommended for adoption. <br /> Council Budget Priorities Process for 2022 budget (materials to be provided) <br /> Chairman Bullock noted that 19 different budget priorities were submitted and proposed <br /> going through each briefly,with more discussion needed on them at a future date. <br /> 1 <br />
