MINUTES OF THE FINANCE COMMITTEE <br /> September 27, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Litten & Neff <br /> Also: Councilmembers Kepple & Shachner, Finance Director Rancatore, Assistant Finance <br /> Directors Eddy & Schuster, Clerk Bach taking minutes <br /> Call to Order: 6:11 p.m. <br /> Councilmember Bullock made opening remarks and explained the goal for the meeting was to go <br /> through each budget proposal and discuss. <br /> Finance Director Rancatore stated that he and the Finance team plan to listen and learn but are not <br /> yet ready to discuss how these will be funded. He introduced Assistant Directors Eddy and <br /> Schuster. <br /> Approval of the minutes of the Finance Committee held September 7 1 and September <br /> 201E 2021. <br /> Motion by Councilmember Bullock, seconded by Councilmember Litten to approve the minutes <br /> of the September 7, 2021 meeting of the Finance Committee. All members voted in favor. Motion <br /> passed. Minutes approved. <br /> Motion by Councilmember Bullock, seconded by Councilmember Litten to approve the minutes <br /> of the September 20,2021 meeting of the Finance Committee. All members voted in favor. Motion <br /> passed. Minutes approved. <br /> Finance Committee discussed the following budget priorities: <br /> Niagara Park improvements <br /> Councilmember Neff proposed using ARPA funds to update this park, which neighbors report <br /> needs improvements. She observed that the park serves residents throughout the city, since she <br /> often sees cars parked there. She noted that this project is in the capital plan for 2023, but that she <br /> prefers the improvements to be made in 2022 if possible. <br /> Director Rancatore and the committee discussed the nature of the capital plan and how fluid or <br /> firm it is depending on competing needs. <br /> Park Row Park new equipment <br /> Councilmember Neff proposed improvements to Park Row Park, noting that there needs to be a <br /> diversity of equipment. Currently, the only equipment there is for climbing and not serving <br /> younger children. <br /> 1 <br />
