MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> September 7, 2021 <br /> Auditorium <br /> Present: Councilmembers Shachner, Rader, Kepple <br /> Also Present: Planning Director Leininger, Program Manager Mary Leigh, Development Officer <br /> Dan Wyman, Fire Chief Dunphy, Allison Urbanek and Ian Andrews of LakewoodAlive, Deputy <br /> Clerk Lascu, Clerk Bach. <br /> Call to Order: 5:30 p.m. <br /> Approval of the minutes of the July 12, 2021 Housing, Planning & Development Committee <br /> meeting. <br /> Chairman Shachner made a motion, seconded by Councilmember Rader to approve the minutes. <br /> All in favor. The minutes were approved. <br /> Communication from Director Leininger regarding authorization to sell real property <br /> located at 1462 Belle Ave. (1st read and referred to HPD 7/19/21) <br /> ORDINANCE 26-2021 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing and directing the <br /> Director of Planning and Development to enter into an agreement with LakewoodAlive for <br /> the sale of 1462 Belle Avenue, pursuant to Section 155.07 of the Codified Ordinances. (1st <br /> read and referred to HPD 7/19/21) <br /> Director Leininger provided background on 1462 Belle Ave. It is one of 9 city-owned properties <br /> that the city has been releasing to the market as they become vacant. Tenants had occupied the <br /> property until January 2021, but vacated due to a fire. The property was declared a total loss by <br /> the city's insurer, having experienced smoke and water damage. However the property is <br /> structurally sound. The fire was contained to the first floor. The Planning Department has <br /> deemed it a worthy candidate for renovation with the right partner. The city is looking to partner <br /> with Lakewood Alive, who will find a developer to rehab and restore the historic home. The <br /> proposed ordinance would transfer the property to Lakewood Alive for $2. <br /> Allison Urbanek of Lakewood Alive stated that the organization cannot seek additional funding <br /> to make the home affordable. Lakewood Alive sees the house as its client, and highlighted its <br /> extended front porch, shake siding, and woodwork. Ian Andrews of Lakewood Alive stated that <br /> the problem with infill development is that the new homes will not match the historic character <br /> of the rest of the block. <br /> Ms. Urbanek stated Lakewood Alive will have a contract with a developer to ensure that the <br /> structure's historic character will be preserved to the best of their ability.
