Referred to Finance 9/7/21 <br />Bullock, Kepple, Litten, Neff, <br />RESOLUTION NO. 2021-40 BY O'Malley, Rader, Shachner <br />i <br />A Resolution to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law to formally identify agreed -upon priorities that Council would like <br />to see reflected in the 2022 budget. <br />WHEREAS, Article 5.5 of the Third Amended Charter of the City of Lakewood requires <br />the Director of Finance to prepare and present City Council with a budget for the following fiscal <br />year in order for City Council to begin the process of making appropriations; and <br />WHEREAS, with the support and encouragement of the Administration and all of <br />Council, the Finance Committee initiated a series of meetings this September with the expressed <br />goal of engaging Councilmembers early and actively in the budget process; and <br />WHEREAS, Councilmembers considered a number of proposed ideas for projects and <br />policies to benefit the community, evaluated them by criteria such as alignment with City goals, <br />achievability, and the number of residents benefitted, among many others; and <br />WHEREAS, at the culmination of this series of meetings, Council expressed support for <br />the priorities included in the accompanying attachment(s); and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public peace, property, health and safety, and to <br />provide for the usual daily operation of municipal departments in order meet the deadlines of the <br />2022 budget cycle; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section]. That this Council hereby establishes as among its priorities for the 2022 fiscal <br />year those policies, projects, and initiatives included in the attachment and requests that the <br />Administration consider these priorities in preparing its the budget book and accompanying <br />budget and appropriations legislation for fiscal year 2022. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to this Resolution were adopted in an open meeting of this Council, and that all <br />deliberations of this Council and of any of its committees that resulted in such formal actions <br />were in meetings open to the public in compliance with all legal requirements, including Section <br />121.22 of the Ohio Revised Code. <br />Section 3. The Clerk of Council is hereby authorized and directed to forward a copy of <br />this resolution to the Mayor and a copy of this Resolution shall be spread upon the minutes of <br />this meeting. <br />
