Motion by President O'Malley, seconded by Vice President Litten to refer the communication to the Public Works & Sustainability Committee. Discussion: Councilmembers reviewed the various levels of chargers and where they are located throughout the city. Timelines ofnew charger installation were reviewed as well, with further engineering needed on a couple locations. The hope is that the new chargers will be up and running by Thanksgiving. David Baas of the Planning Department provided information on the life cycle of the electric vehicle chargers, with the industry standard being about 10 years. On the motion: All members voted in favor. Motion passed. The communication was referred to the Public Works & Sustainability Committee. 10. ORDINANCE 33-2021 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council to create Chapter 357 Electric Vehicle Charging Stations within the Lakewood Codified Ordinances. (pg. 018) Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 33-2021 to the Public Works & Sustainability Committee. All members voted in favor. Motion passed. Ordinance 33-2021 was referred to the Public Works & Sustainability Committee. 11. Communication from Director Gelsomino regarding the 2022 proposal for Title III of the Older American's Act. (pg. 021) Motion by President O'Malley, seconded by Vice President Litten to receive and file the communication. Discussion: President O'Malley and Director Gelsomino discussed the value of congregant meals and the kinship that they bring to the elderly population. On the motion: All members voted in favor. Motion passed. The communication was received and filed. 12. RESOLUTION 2021-51 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor or her designee to apply for and enter into an agreement with the Western Reserve Area Agency on Aging for title III of the Older Americans Act, Senior Community Services for the 2022 program year. (pg. 022) Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- 51. All members voted in favor. Motion passed. Resolution 2021-51 was adopted. 13.
