MINUTES OF THE HEALTH & HUMAN SERVICES COMMITTEE <br /> February 22, 2021 <br /> Meeting held virtually <br /> Present: Councilmembers Litten, Kepple & Rader <br /> Also Present: Human Services Director Gelsomino, Human Resources Director Dillinger, Fire <br /> Chief Dunphy, Councilmembers Bullock, Neff, & Shachner, Assistant Law Director, Mayor <br /> George, Deputy Clerk Lascu, Finance Director Rancatore, Clerk Bach and one member of the <br /> public <br /> Call to Order: 6:01 p.m. <br /> Approval of the minutes of the November 9, 2020 Health & Human Services <br /> Committee. <br /> A motion was made and seconded to approve the minutes of the November 9, 2020 Health& <br /> Human Services Committee. A roll call vote was conducted as follows: <br /> Yeas: Litten, Kepple and Rader <br /> Nays: none <br /> Motion adopted. Minutes approved. <br /> ORDINANCE 02-2021 - AN ORDINANCE to establish paid parental leave benefits <br /> for full-time employees of the City of Lakewood. (1" read and referred to HHS <br /> 01/19/21;2"d reading 2/1/21) <br /> Mayor George introduced the ordinance and discussed its benefits to women and families. She <br /> also discussed the potential benefits to the City for recruitment and retention of employees. She <br /> explained that the ordinance proposes a 10-week benefit to the birth parent and a two-week <br /> benefit to the non-birth parent. <br /> Councilmember Litten remarked that the health and wellness aspects of this legislation are self- <br /> evident. He expressed support for the benefit. He asked for a discussion of the financial and labor <br /> implications. <br /> Director Dillinger shared her personal experience being a new parent without enough accrued <br /> time off to spend with her child. She stated that the policy was a good fit for the community <br /> which family oriented. She also added that the policy provides benefits for adoptive parents. <br /> Assistant Law Director Swallow noted that the State of Ohio is providing this benefit to its <br /> employees and that other municipalities are starting to as well. <br /> 1 <br />
