February 2022. Once that amount is formalized, the CAC will reconvene to vote on final <br /> allocations. The CAC also adopts a contingency plan to deal with overages and underages. <br /> Amended FY20 & FY21 HUD Annual Action Plan resolutions <br /> Chairman Bullock noted that the change in plan resolutions were not a change to the total <br /> amount allocated, but just to the amount allotted to the Cove Church project. Mr. Wyman <br /> confirmed this to be true. <br /> Chairman Bullock asked why there was a swap of funds between the Cove Church and <br /> Kauffman Park projects. Mr. Wyman indicated that Cove Church was built in the 1960s/1970s <br /> and that HUD's historic designation was assigned to buildings at least 50 years old,putting Cove <br /> Church right on the cusp of that threshold. There were some doubts as to whether it would be <br /> considered historic. In order to comply with HUD's historic regulations, the functionality of <br /> Cove Church would potentially be compromised. Since the city had not requested reimbursement <br /> from HUD on the project at that point in time, a decision was made to apply them towards <br /> Kauffman Park where they could support that project more clearly. Mr. Wyman explained to the <br /> committee that the advantage to applying general fund dollars to Cove Church allowed more <br /> flexibility, and would help avoid regulated design changes that would have driven up the cost of <br /> the project. <br /> Councilmember Rader asked whether the city could go back and request reimbursement from <br /> HUD without penalties. Mr. Wyman confirmed this to be true. <br /> Chairman Bullock noted that the resolutions are on 1st reading and that they could be referred out <br /> of committee with recommendations, while indicating a preference that the 2022 budget <br /> ordinances remain in committee for further discussion. <br /> Motion by Chairman Bullock, seconded by Councilmember Litten to recommend Resolution <br /> 2020-30A for adoption by the full Council. All members voted in favor.
