MINUTES OF THE FINANCE COMMITTEE <br /> NOVEMBER 29, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers, Bullock, Neff& Litten <br /> Also present: Councilmember Rader, Councilmember O'Malley, Public Works Director Ducu, <br /> Engineer Papke, Fleet Division Manager James Holman, Assistant Director of Planning Katelyn <br /> Milius, Mayor Meghan George, Assistant Directors of Finance Keith Schuster and Jessica Eddy <br /> Call to Order: 6:06 p.m. <br /> Approval of the minutes of the Nov. 22, 2021 meeting of the Finance Committee <br /> Motion was made and seconded to approve the minutes of the Nov. 22, 2021 meeting of the <br /> Finance Committee. All members voted in favor. Motion passed. Minutes approved. <br /> Councilmember Bullock made scheduling announcements. The remainder of the budget hearing <br /> sessions will take place all on Monday evenings. An updated schedule will be distributed shortly. <br /> Department of Public Works <br /> Director Ducu summarized that the Public Works Department is comprised of 110 employees, 8 <br /> division managers and 3 project managers. He reviewed the 8 divisions. <br /> Director Ducu provided the attached presentation which summarizes the 2021 accomplishments <br /> and the 2022 objectives of the Divisions of Forestry, Parks & Public Properties and Refuse. <br /> Director Ducu highlighted the sidewalk replacement program, discussing its annual timeline and <br /> historic costs. He discussed how the program's 10-year timeline was set back due to COVID. <br /> The city chose to pause the program in 2020, so as to not concern residents with violation letters <br /> during the pandemic. In 2022, the department plans to complete the planned 2021 work and <br /> inspect and cite 2022 violations. At this time, six sections remain to be completed. Final <br /> construction/replacement will take place in 2023. <br /> In response to a question, Director Ducu stated that once the program concludes in 2023, it will <br /> likely resume again, starting with the areas first inspected and replaced when the program began. <br /> Councilmember Litten reminded Director Ducu to engage ward councilmembers as sidewalk <br /> inspections and replacements move through the different wards. Ward councilmembers are <br /> willing and able to help communicate with residents and answer questions. <br /> Director Ducu expressed appreciation for Council's support, noting that it has been beneficial in <br /> the past to have Council involved via block clubs and social media. He added that it really is a <br /> benefit to residents to use the city contractor and to get the work done sooner than wait, as <br /> material costs rise each year. <br /> 1 <br />
