Among the department's achievements for <br /> 2021 are various awards it received for clear, quality financial reporting documents with no <br /> citations. <br /> Other 2021 accomplishments include the following: <br /> • 2020 budget featured in a national publication <br /> • Deploying an electronic payroll/W2 portal at a reasonable cost <br /> • Developed the city's first fraud policy <br /> • Reaffirmed Aa2 Moody's bond rating <br /> Regarding the City's bond rating, Director Rancatore remarked that there is not a clear pathway <br /> for the city to improve its bond rating based on our community's demographics. He noted that <br /> there is not much to be gained by doing so. However, he stressed the importance of maintaining <br /> this rating moving forward by managing the city's debt load. He added that the city's stable <br /> income tax rate and property tax rates have remained stable, which contribute to the favorable <br /> bond rating. <br /> Director Rancatore reviewed the department's 2022 goals which are included in the attached <br /> presentation. <br /> Assistant Director Eddy reviewed the city's income tax trends from 2012 to present. Income tax <br /> is the city's largest source of revenue. As expected, the city experienced a slight decrease in <br /> income tax revenue in 2020 due to the pandemic. The city is back on track in 2021 to see a more <br /> normal level. Ms. Eddy reviewed the number of tax returns filed in person verses online. In 2020 <br /> and 2021, there was a significant increase in online filings, which the city has encouraged. In <br /> response to resident demand, the city recently implemented a software upgrade to allow for <br /> quarterly payments. That change became active in September <br /> Ms. Eddy shared utility billing trends. In September, the city deployed a new online platform. <br /> Online payment has increased, and the city is promoting online payment. <br /> Law Department <br /> Law Director Corrigan <br /> Director Corrigan reviewed the roles and responsibilities of the Law Department and its staff of <br /> five full-time employees and one part-time law clerk. The department serves as the legal counsel <br /> for Council, the city, the mayor, and all boards and commissions. Staffing levels have remained <br /> unchanged. <br /> Director Corrigan reviewed the department's responsibilities on both the civil and criminal side <br /> as outlined in the attached presentation. <br /> Director Corrigan acknowledged the transition to a new judge in 2022. He noted that a software <br /> program intended to streamline court processes was intended to be launched by now but has been <br /> delayed until mid-2022. He expressed optimism that the new software will enhance efficiency. <br /> 4 <br />
