<br />RESOLUTION NO. 2020-73A
<br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least
<br />two thirds of the members of Council, or otherwise to take effect and be in force after the earliest
<br />period allowed by law, amending Resolution No. 2020-73, adopted December 21, 2020,
<br />authorizing and directing the Mayor to submit the Fiscal Year 2021 (FY21) One -Year Action Plan of the
<br />FY20-FY24 Five Year Consolidated Plan which includes dollar allocations and activities to be
<br />funded with federal Community Development Block Grant (CDBG), Emergency Solutions Grant
<br />(ESG), HOME Investment Partnership Program (HOME), Neighborhood Stabilization Program
<br />(NSP) resources, and any other entitlement funds received from the U.S. Department of Housing and
<br />Urban Development (HUD), and all amendments thereto, and all understandings and assurances
<br />contained therein, and incorporates the City's application to HUD for FY21 CDBG, ESG, HOME, and
<br />NSP funds.
<br />WHEREAS, the Secretary of HUD is authorized by various federal acts to make grants to units of
<br />general local government to finance community development programs; and
<br />WHEREAS, HUD requires units of general local government to incorporate the Comprehensive
<br />Housing Affordability Strategy into a Consolidated Plan; and
<br />WHEREAS, the City is annually required, with the participation and approval of its
<br />Citizens Advisory Committee (CAC), to submit a One -Year Action Plan associated with its
<br />FY20-FY24 Consolidated Plan which serves as a planning document and the City's formal application for
<br />FY21 CDBG, ESG, HOME, and NSP funding from HUD and includes Lakewood's community
<br />development objectives, a description of activities to be undertaken, a budget, and certifications in the
<br />form of assurances, and;
<br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of
<br />Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is
<br />an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate
<br />preservation of the public peace, property, health and safety, and to provide for the usual daily
<br />operation of municipal departments in order to meet the annual HUD application deadline for federal
<br />funds. Now, therefore,
<br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO:
<br />Section 1. The Mayor is hereby authorized and directed to submit to HUD Lakewood's FY21 One -
<br />Year Action Plan of the FY20-FY24 Consolidated Plan, as reviewed and approved by the CAC,
<br />which serves as the City's FY21 application for federal CDBG, ESG, HOME, and NSP funds as
<br />indicated in Amended Exhibit A, attached hereto, and all amendments thereto and all understandings
<br />and assurances contained therein.
<br />Section 2. The FY21 One -Year Action Plan of the Consolidated Plan, as reviewed and
<br />approved by the CAC, will reflect a multi -year certification for the expenditure of CDBG funds for FYI 9,
<br />FY20, and FY21 during which at least 70% of Lakewood's CDBG expenditures must directly benefit
<br />low -moderate income persons.
