Bullock, Kepple, Litten, Neff, <br />Rader, Shachner <br />RESOLUTION NO. 2021-59 BY: j <br />A RESOLUTION to commend Judge Patrick Carroll for his 32 years of service to the people of <br />Lakewood as the longest- serving judge in the history of the Lakewood Municipal Court. <br />WHEREAS, after many years devoted to the study and practice of law in both the public <br />and private sectors, including service as a law clerk, an assistant county prosecutor and an <br />attorney in private practice, among other roles, Patrick Carroll was appointed Judge for the <br />Lakewood Municipal Court by Governor Richard P. Celeste in 1990; and, <br />WHEREAS, Judge Carroll's service as a judge has been characterized by his sharp <br />intellect, encyclopedic knowledge of the law, and vigorous work ethic which often includes <br />evening and weekend hours; and, <br />WHEREAS, Judge Carroll is recognized statewide for generously contributing his time <br />and talents toward furthering the judicial branch of government, including serving as an <br />instructor with the Ohio Judicial College, Co -Chair of the Ohio Judicial Conference Jury <br />Instructions Committee and as Co -Chair of the Ohio Jury Instructions editorial board, among <br />many other professional appointments, distinctions and contributions; and, <br />WHEREAS, throughout his career leading Lakewood Municipal Court, Judge Carroll has <br />initiated creative judicial solutions to tough societal problems such as housing instability, <br />domestic violence, and mental health stigma, many of which have influenced policy statewide; <br />and, <br />WHEREAS, Judge Carroll's firm and fair judicial methods have made a positive <br />influence on the lives of thousands of members of our community, many of whom reach out <br />from time to time to thank Judge Carroll for helping them to initiate important life changes; and, <br />WHEREAS, after 32 years serving as Municipal Court Judge for the City which he loves, <br />honors and respects, Judge Carroll is hanging up his robes so that Lakewood's next generation <br />has the opportunity to take the bench; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That this Council does hereby commend Lakewood Municipal Court Judge <br />Patrick Carroll for the extraordinary length and quality of his service to the City of Lakewood <br />since 1990; making him the longest -serving judge in the history of the Lakewood Municipal <br />Court. <br />Section 2. That this Council does hereby wish Judge Carroll, his wife Bonny Moran <br />Carroll, and their two adult sons, Michael and Kevin, all the best in their future endeavors in <br />Lakewood and beyond. <br />Section 3. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />
