Bullock® Kepple, Litten® Neff <br />Rader, Shachner <br />RESOLUTION NO. 2021-63 BY: <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least two thirds of the members of Council, or otherwise to take effect and be in <br />force after the earliest period allowed by law, authorizing the Mayor or her designee to <br />file an application for assistance under the Coastal Management Assistance Grants Pro- <br />gram through the Ohio Department of Natural Resources and to enter into any agree- <br />ments necessary to accept and expend funds awarded. <br />WHEREAS, the State of Ohio, through the Ohio Department of Natural Re- <br />sources, Office of Coastal Management administers financial assistance for coastal man- <br />agement purposes-, through the Ohio Coastal Management Program; and <br />WHEREAS, grant awards are available up to $150,000 through this program; and <br />WHEREAS, Lakewood is applying for this grant to fund a prier feasibility study <br />and conceptual design plans; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the <br />City of Lakewood, this Council by a vote of at least two thirds of its members determines <br />that this resolution is an emergency measure and that it shall take effect immediately, and <br />that it is necessary for the immediate preservation of the public property, health, and safe- <br />ty and to provide for the usual daily operation of municipal departments in that Lake- <br />wood must enter into this agreement by year end to be able to obtain reimbursement in <br />2022; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or Director of Planning and Development is hereby author- <br />ized to file an application for assistance under the Coastal Management Assistance Grants <br />Program through the Ohio Department of Natural Resources and to enter into any agree- <br />ments necessary to accept and expend funds awarded. <br />Section 2. That Shawn Leininger, Director of Planning and Development is here- <br />by designated Project Manager and is directed to execute and file an application with the <br />Ohio Department of Natural Resources and to provide all information and documentation <br />required to become eligible for possible funding assistance. <br />Section 3. That the City of Lakewood does agree to obligate funds required to <br />satisfactorily complete the proposed project and become eligible for reimbursement under <br />the terms and conditions of the Coastal Management Assistance Grants Program. <br />Section 2. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this resolution were adopted in an open meeting of <br />this Council, and that all such deliberations of this Council and of any of its committees <br />
