Bullock® Kepple, Litten® Neff Rader, Shachner RESOLUTION NO. 2021-63 BY: A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor or her designee to file an application for assistance under the Coastal Management Assistance Grants Pro- gram through the Ohio Department of Natural Resources and to enter into any agree- ments necessary to accept and expend funds awarded. WHEREAS, the State of Ohio, through the Ohio Department of Natural Re- sources, Office of Coastal Management administers financial assistance for coastal man- agement purposes-, through the Ohio Coastal Management Program; and WHEREAS, grant awards are available up to $150,000 through this program; and WHEREAS, Lakewood is applying for this grant to fund a prier feasibility study and conceptual design plans; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safe- ty and to provide for the usual daily operation of municipal departments in that Lake- wood must enter into this agreement by year end to be able to obtain reimbursement in 2022; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor or Director of Planning and Development is hereby author- ized to file an application for assistance under the Coastal Management Assistance Grants Program through the Ohio Department of Natural Resources and to enter into any agree- ments necessary to accept and expend funds awarded. Section 2. That Shawn Leininger, Director of Planning and Development is here- by designated Project Manager and is directed to execute and file an application with the Ohio Department of Natural Resources and to provide all information and documentation required to become eligible for possible funding assistance. Section 3. That the City of Lakewood does agree to obligate funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the Coastal Management Assistance Grants Program. Section 2. It is found and determined that all formal actions of this Council con- cerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees
