MINUTES OF THE COMMITTEE OF THE WHOLE <br /> January 18, 2022 <br /> Meeting held virtually <br /> Present: Councilmembers Bullock, Kepple, Litten, O'Malley, Rader, Shachner <br /> Also Present: Finance Director Rancatore, Law Director Corrigan, Human Services Director <br /> Gelsomino, Assistant Law Director Swallow, Fire Chief Dunphy, Clerk Bach, and Deputy Clerk <br /> Lascu taking minutes <br /> Call to Order: 6:30 p.m. <br /> Approval of the minutes of the January 10, 2022 Committee of the Whole. <br /> Motion by President O'Malley, seconded by Vice President Litten to approve the minutes from <br /> January 10, 2022 Committee of the Whole. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The minutes were approved. <br /> Update from the Law Department regarding pending litigation* <br /> Motion by President O'Malley, seconded by Vice President Litten,per Ohio Revised Code <br /> Section 121.22 to discuss pending or imminent court action. <br /> Discussion: Director Corrigan provided an update on public litigation regarding the One Ohio <br /> opioid settlement. He stated that local communities and counties teamed up with the Ohio <br /> Attorney General in 2020 to negotiate collectively as a state in the opioid litigation. A global <br /> settlement was achieved with the opioid distributors, which include AmeriSource, Bergen, <br /> Cardinal Health, and McKesson, and totaled about$26 billion nationwide. Ohio was awarded <br /> $804 million, which is pending finalization. A direct share to Lakewood will be paid in 2 <br /> tranches over the next year. The payment to the city will be about$200,000. As a region, <br /> Cuyahoga County will receive payment over the next 18 years in the amount of$14 million, <br /> which will be applied to approved educational and remedial uses. A smaller nationwide <br /> settlement of$S billion with Jansen, another distributor, is imminent as well. <br /> Council will not have to seek approval from a higher authority to use the $200,000, but will need <br /> to go in front of a regional board to access money awarded to Cuyahoga County. <br /> Councilmembers asked various questions about the use of the funding. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, O'Malley, Rader, Shachner <br />
