Ms. Meehan inquired about 432 Tall grasses and asked to ensure that decorative tall grasses are <br /> not prohibited. <br /> Chairman Shachner pointed out that the Commissioner has broad discretion to distinguish <br /> between well maintained ornamental grasses and unmaintained lawns.
