21. Communication from Director Rancatore regarding the 2022 Municipal Capital Lease. <br /> (pg. 56) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. All members voted in favor. Motion passed. The communication was received <br /> and filed. <br /> 22. ORDINANCE 09-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the Director of Finance to enter into Equipment Leases in forms approved by the <br /> Director of Law on behalf of the City of Lakewood ("City"). (pg. 57) <br /> Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 09-2022 <br /> to the Finance Committee. All members voted in favor. Motion passed. Ordinance 09-2022 was <br /> referred to the Finance Committee. <br /> 23. Communication from Director Corrigan regarding the Lakewood Park concession lease <br /> with HELP Foundation, Inc. (pg. 60) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. <br /> Discussion: Councilmember asked for deliberation regarding performance and evaluation under <br /> the existing contract. <br /> Director Corrigan replied that the HELP Foundation spokesperson will be available at the <br /> committee hearing. He reported that despite challenges that the HELP Foundation had a good <br /> year and are excited about another year manning the concession stand. <br /> All members voted in favor. Motion passed. The communication was received and filed. <br /> 24. ORDINANCE 10-2022 —AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to enter into an amendment to the concession lease <br /> agreement with HELP Foundation, Inc. for the operation of food concessions at <br /> Lakewood Park, pursuant to Section 155.08 of the Codified Ordinances. (pg. 61) <br /> Motion by President O'Malley, seconded by Vice President Litten to refer Ordinance 10-2022 <br /> 7 <br />
