MINUTES OF COMMITTEE OF THE WHOLE <br /> VIRTUAL MEETING <br /> JANUARY 24, 2022 <br /> Present: Councilmembers Bullock, Kepple, Litten, O'Malley, Rader, Shachner <br /> Also Present: Law Director Corrigan, Fire Chief Dunphy, Planning Director Leininger, Deputy <br /> Clerk Lascu, Clerk Bach taking minutes <br /> Call to order: 6:07 p.m. <br /> Approval of the minutes of the January 18, 2022 Committee of the Whole <br /> Motion by President O'Malley, seconded by Vice President Litten to approve the minutes of the <br /> January 18, 2022 Committee of the Whole. A roll call vote was conducted as follows: <br /> Yeas: Bullock, Kepple, Litten, O'Malley, Rader, Shachner <br /> Nays: none <br /> Motion passed. Minutes approved. <br /> RESOLUTION 2021-60 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> appointing to the Ward 1 seat on Lakewood City Council for the <br /> remainder of the four-year term ending December 31, 2023. <br /> President O'Malley introduced the resolution, explaining that the Ward 1 seat was vacated by <br /> Tess Neff upon her election to the position of Municipal Court Judge. He further explained that <br /> the Charter requires an appointee to carry out the remainder of the term, which expires 12/31/23. <br /> He remarked on the qualification of the four interviewees, noting that they all gave strong, <br /> thoughtful interviews and expressed appreciation for the work of city government. <br /> President O'Malley initiated a discussion regarding executive session, noting that executive <br /> session would provide Council an opportunity to discuss the strengths and weaknesses of each <br /> candidate. He added that executive session has traditionally been utilized when discussing a <br /> council vacancy. <br /> Councilmember Bullock expressed support for entering executive session, noting that having <br /> confidentiality is important when evaluating applicants. <br /> 1 <br />
