Councilmember Kepple observed that the language of the resolution says that if the grant is <br /> awarded that no funding will be reimbursed and that the city agrees to pay 100% of the cost of <br /> work to the State of Ohio. Mr. Baas indicated that city's applying can opt for development <br /> assistance and contract with the State's contractor or look for development assistance and seek <br /> its own contractor. The Planning Department would've used on its own is the same one that the <br /> State picked to do the work. The city is liable for the cost of anything above the development <br /> assistance. <br /> Councilmember Shachner showed support for the initiative and for a HAWK crosswalk on <br /> Madison. <br /> Councilmember Baker expressed excitement to see the plan come together. <br /> Chairman Bullock asked if the city is in support of complete streets. Mr. Baas stated they are <br /> working to layer safe routes to school with active transportation and the Vision Zero resolution. <br /> They are looking to package all these things into their development guide with the State and <br /> parrot back the State's language to make the application competitive. Chairman Bullock asked <br /> how much funding was attainable. Director Leininger stated that the cost is usually in the 5- <br /> figure range, and that consultant would rely on city staff's expertise. <br /> Chairman Bullock spoke to the city's various efforts throughout the years (sidewalk repair, bike <br /> lanes, traffic calming engagement)to support complete streets and that the city is overdue for a <br /> complete streets proposal. Director Leininger stated that a complete streets program would be a <br /> huge initiative, and that it became individualized efforts to inject the concept of complete streets <br /> into other aspects of the code. A formal plan would require a myriad of development and zoning <br /> ordinances. He reiterated that complete streets are there without having a complete plan. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to recommend Resolution <br /> 2022-04 for adoption by the full Council. All in favor. Motion passed. Resolution 2022-04 was <br /> recommended for adoption by the full Council. <br /> The meeting was adjourned without objection at 7:34 p.m. <br />
